Title 1:
A Title I school in New Mexico is a school that receives federal funding to help students from low-income families meet academic standards:

Eligibility
Schools are eligible to use Title I funds if at least 40% of their students come from low-income families. Schools can also qualify if they serve an eligible school attendance area where less than 40% of students are from low-income families, but they must get a waiver from the New Mexico Public Education Department. -
